You can offer shipping discounts when a customer orders more than one item.
This is a great way to encourage customers to purchase more as they will not be paying full price for shipping for each item they purchase.

When setting up your shipping profiles, you can offer a percentage discounts to your customers for each additional item that is purchased. To set this up, select a Shipping Profile and ensure that the shipping discount toggle is enabled. Then you will need to enter a percentage discount that you would like to offer your customers. This discount will be applied to individual cart orders, and you can even extend it to all orders placed by the same customer within a six-hour window!
For example, if your shipping rates are set at $10 USD and you set up a 40% discount, when a customer adds 2 items from you, they'll see $4 USD deducted from their total shipping costs.

The discount will be applied to all items added to a single cart or purchased within 6 hours after placing the first order, if you choose to turn that second toggle on.
As long as the additional items or orders are from the same seller and have the same shipping profile, customers will see a discount on shipping.
For example, if a customer purchases item A from you at 8:00am and later buys item B at 12 noon, they will receive a shipping discount on item B only. However, if they place an additional order at 2:01pm, they will no longer qualify for the shipping discount.
